Abstract is: William Michael Hardy Spicer, Baron Spicer, PC (22 January 1943 – 29 May 2019) was a British politician and life peer who was a Conservative member of the House of Lords from 2010 until 2019. He served as Member of Parliament for West Worcestershire from 1974 to 2010 and was a minister from 1984 to 1990. He later served as chairman of the 1922 Committee from 2001 to 2010.
